In short
Many residency options in Panama start with a provisional permit and, once its term ends, usually after 2 years, become permanent residency if you still meet the conditions. With permanent residency you can apply for the foreigner identity card, which identifies you in Panama for almost everything. Other options, such as the Pensionado Visa, grant permanent residency from the start.
Does your residency start as provisional or permanent?
- Permanent from the start: the Pensionado Visa, which Immigration grants indefinitely, and the Qualified Investor visa.
- Provisional, then permanent: the Friendly Nations Visa (after 2 years of temporary residence), economic solvency residency and most family reunification permits.
- Temporary, with no route to permanent: the remote worker visa and temporary permits, which are renewed up to their maximum term.
What do you need to become permanent?
- Hold a valid provisional permit and have completed its term.
- Still meet the conditions under which you obtained it: the family tie, the employment contract, the investment or the income.
- Submit the documents for your permit again, generally without repeating the criminal record certificate or the fees.
- File through a Panamanian lawyer, before your provisional card expires.

Frequently asked questions
Does permanent residency allow me to work?
It lets you apply for the work permit as a permanent resident, but it does not replace it.
Can I lose permanent residency?
Yes, for example if you stop meeting the conditions that justified it or after a very long absence from the country. Check the current rule before spending long periods abroad.
Does permanent residency make me a tax resident?
Not necessarily: tax residency depends on how much time you spend in Panama and where your interests are (see tax residency).
What comes after permanent residency?
After several years of residence you can apply for Panamanian citizenship through naturalization (see Panamanian citizenship and dual citizenship).
