In short
The tax residency certificate proves to other countries and to banks that you are a tax resident of Panama. You need it, for example, to apply a double tax treaty or to show your home country that you have moved your residency. You request it online from the tax authority (DGI) and it takes about 3 months: plan ahead.
Who can get it?
Anyone who is a tax resident of Panama: in general, anyone who stays in the country for more than 183 days in the tax year or has their home and center of interests there (see tax residency in Panama). The certificate is requested for a specific treaty or for general use, and it can cover previous years.
What does the DGI require from an individual?
- A letter addressed to the Director General of Revenue with your details, your exact address, email and phone number, the activity you carry out in Panama, the treaty you need it for (or «general use»), the year it must cover and why you need it.
- A copy of your full passport, certified by a notary.
- A certificate of your entries and exits from the National Immigration Service. It is mandatory.
- A Public Registry certificate for your home or a certified copy of its title deed; if you do not own your home, your lease certified by a notary.
- Utility bills in your name.
- Any other document that proves your ties to Panama.

Frequently asked questions
Can I apply if I have just arrived in Panama?
What matters is that you meet the tax residency criteria in the year it must cover. If you do not meet them yet, the DGI may refuse it; you can apply later, even for previous years.
Does the certificate end my tax residency in my home country?
Not on its own. Each country applies its own rules; if both consider you a resident, the treaty between them, if there is one, decides (see double tax treaties).
What if I need it urgently?
The DGI handles requests in order of arrival and does not fast-track urgent cases: request it months in advance.
Is a lease valid as proof of a home?
Yes, if you do not own your home, as long as it is certified by a notary (see renting a home in Panama).
