In short
In Panama, a residential lease is registered with the MIVIOT Leasing Directorate, part of the Ministry of Housing and Land Management. The security deposit, of one month's rent, is not handed to the landlord: it is lodged with that Directorate, which returns it when the lease ends. The same Directorate resolves disputes over the deposit, rent increases or repairs.
What documents does registration require?
- The signed lease. MIVIOT publishes model leases on its website.
- A copy of each party's valid cédula or passport.
- A copy of the title deed or a Public Registry certificate proving who the owner is.
- A notarized power of attorney, if a property manager signs on the owner's behalf.
- If the owner is a company: its RUC and articles of incorporation or Public Registry certificate.
- If the property is mortgaged, the bank's authorization; if it is being purchased, the purchase agreement and the occupancy permit.
- If a real estate broker is involved, proof of their license.

Frequently asked questions
Can the landlord keep the deposit?
A lodged deposit is held by MIVIOT, not the landlord. If there is a disagreement about its return, the Leasing Directorate's legal department mediates and decides, including through refund hearings.
Can the landlord raise the rent?
Only under the conditions allowed by the lease and the law. Illegal increases can be challenged before the Leasing Directorate.
Can I sublet the home?
Only if the lease allows it, and the sublease must also be registered with MIVIOT. Illegal subleases are one of the issues the Leasing Directorate resolves.
What is the registered lease useful for?
Besides protecting your deposit, it serves as proof of address for other procedures, such as opening a bank account or the tax residency certificate.
